if amstats are worked out as i think they are, that would be 97.85 each

A-ha, right.

Given that the Ad Am winner is supposed to be a good handful of shots ahead of the Int Am winner, this case isn't something that should happen again soon. However to be prepared if it does, perhaps a 'points-only' playoff between the two players would suffice?

Yes, perhaps it would have.

In future if the precedent is set that a playoff is required, and one player declines to play, then (as in all other playoff situation) that player would be adjudged to have lost the playoff.
