TD ignores 'private warning', gets 'public warning' (which lasts 2 years), if he does not have 2 clean years after that, he recieves a 3 year ban?
Doesn't sound too bad. Definately have to have a clause which allows you to skip warnings if the TD's actions call for that though (as you suggested).

Funny thing about the board "listening to the membership"... In my experience the feedback we usually received was always from the same handful of people. Doesn't seem as though those few would be able to speak for everyone. However, I guess that is the problem (people aren't willing to contribute)....

Well... the more I learn about Powerstats, the less sense it makes. I definately feel the system is in need of review. Also, it's a BDGA tour event and now a PDGA C tier event. This isn't the type of event that should necessarily be aimed at attracting junior or recreational players. If that's your goal, organise a handicap event, or a World's Biggest day etc. I would have to say that I do not agree with this type ...
